The Bureau of Customs and Border Protection was established on March 1, 2003, by provisions of the Homeland Security Act of 2002, 116 Stat. 2135, approved November 25, 2002, and the Reorganization Plan Modifications for the Department of Homeland Security, H.R. 108-32, February 4, 2003.
